Unified Planning Work Program (UPWP)
Guiding MVP’s planning priorities, studies, and operations over a two-year cycle.
What is the UPWP?

The Unified Planning Work Program (UPWP) outlines the studies, data collection, and planning activities MVP will complete over a two-year period.
It serves as MVP’s operating budget and ensures federal transportation planning funds are used effectively to support the region’s goals.

The purpose of the UPWP is to ensure that a comprehensive, cooperative, and continuing approach to transportation planning is maintained and coordinated between MVP, Alaska Department of Transportation & Public Facilities, Matanuska-Susitna Borough, the Cities of Palmer and Wasilla, Knik Tribe, and Chickaloon Native Village.
The primary funding for MVP’s work tasks comes from the Federal Highway Administration and the Federal Transit Administration of the US Department of Transportation.
Federal Fiscal Years
2025-2026
The current UPWP will conclude on September 30, 2026 at the end of the current federal fiscal year. The UPWP includes core MPO functions such as transportation planning, data analysis, public engagement, and regional coordination.
These activities lay the groundwork for major efforts like the Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP).
Federal Fiscal Years
2027-2028
The next UPWP will begin on October 1, 2026 and outlines funding through September 30, 2028. Because MPOs are required to develop UPWPs to govern work programs for the expenditure of FHWA and FTA planning funds, following approval by the MVP Policy Board, the UPWP is sent to FHWA and FTA for final approval. The FFY2027-2028 is pending approval by FHWA and FTA.

A UPWP includes a description of the planning work, products including our Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP), and associated time frames & cost sources.
