Transportation Improvement Program (TIP)

Investing in near-term projects that keep the Mat-Su Valley connected and moving.

What is the TIP?

The Transportation Improvement Program (TIP) will become MVP’s four-year plan for federally funded transportation projects in the Mat-Su Valley. It will outline which projects will move forward for design and construction in the near term, and ensures they align with the region’s long-range goals established in the Metropolitan Transportation Plan (MTP). 

 

The TIP is developed using projects identified and prioritized in the Metropolitan Transportation Plan, where local government, tribal partners, the Alaska Department of Transportation, and the public have worked together to identify priority investments that improve safety, mobility, and access across the Valley.

Current TIP Period

If MVP had a TIP in place, it would program projects and funding for a four-year period, beginning in FFY 2024 when MVP became eligible for small urban areas funding. Projects in the TIP would include roadway, bike and pedestrian facilities, and transit improvements designed to strengthen connections, support growth, and maintain the region’s vital transportation network. 

Where is MVP? 

MVP is developing its first Metropolitan Transportation Plan and Transportation Improvement Program. While MVP became eligible to receive allocations of Federal Highway Administration (FHWA) Surface Transportation Block Grant (STBG), Carbon Reduction Program (CRP), and Transportation Alternatives Program (TAP) funds starting in Federal Fiscal Year (FFY) 2024, these funds cannot be programmed to specific projects without an approved TIP. 

Interim Program of Projects 

To enable interim use of federal funds, and in alignment with FHWA guidance, MVP adopted an Interim Program of Projects (PoP) on July 16, 2024. This Interim PoP allocated MVP's FFY2024 and FFY2025 STBG, TAP, and CRP funds to projects already listed in the Statewide Transportation Improvement Program. 

  

As a Metropolitan Planning Organization serving a population of 50–200k, MVP is currently developing its first Metropolitan Transportation Plan and Transportation Improvement Program. 

  

MVP is awaiting a formal suballocation award letter from the Alaska DOT&PF for FFY2026 to allow the Policy Board to program funding in the PoP for FFY26. No projects have been selected yet for FFY2026 funding. 

  

MVP anticipates adopting its first TIP by November 2026, which will allow it to begin programming funds based on projects identified in our MTP for FFY2027 and beyond.
