About the Metropolitan Transportation Plan

The Metropolitan Transportation Plan (MTP) is the Mat-Su Valley's 20+ year roadmap for building a safe, connected, and thriving transportation future through 2050. This historic first—our region's first federally required long-range transportation plan—guides transportation investments based on community needs and realistic funding.

 

The MTP is about more than just roads. It looks at all the ways we travel—roads, transit, freight, walking, and biking—ensuring our transportation system works for everyone. MVP coordinates this planning process, bringing together local governments, Tribal partners, state agencies, and residents to shape our transportation future.

 

Why It Matters

 

The Mat-Su has grown more than 20% since 2010, making us Alaska's fastest-growing region. The MTP helps us stay ahead by prioritizing projects that improve safety, reduce congestion, and create transportation choices.

 

Having an adopted MTP unlocks federal funding. Projects must be included in the MTP to receive federal dollars—without this plan, we lose access to millions for road improvements, safety upgrades, and infrastructure. The 2050 MTP offers the Mat-Su local control over federal investments, ensuring projects match the needs of our growing community.

The Mat-Su is Alaska’s fastest-growing region, with population up more than 20% since 2010. This growth creates opportunities and challenges. The MTP ensures transportation investments reflect community priorities, improve safety and mobility, and meet federal funding requirements for continued support.

MVP MTP Public Meeting Recap

We’re developing the long-term MTP, and your input matters! This plan will guide investments and priorities for the next 20+ years, and we want to make sure it reflects the needs of our communities.

On December 3, 2025, MVP hosted the first public meeting for the MTP, which will lay out plans to address long-range transportation goals within the MVP boundaries:

  • Land Use and Connectivity: ensure transportation improvements align with local land use patterns and connect housing to employment

  • Safety: improve transportation safety for all modes (driving, walking, biking, etc.)

  • Leverage funding: leverage all available funding resources (local, state, federal, Tribal)

  • Maintenance: maintain the system in a state of good repair

  • Provide transportation options: Create opportunities for more diverse transportation options (such as transit or multi-modal transportation options)

  • Improve mobility: shorten commute times and improve mobility

  • Transportation resiliency: build a resilient transportation network.

Formal Project Nominations 

Central to the MTP process is the creation of a prioritized list of transportation projects to guide the investment of federal funds across the Mat-Su’s transportation network, including roads, transit systems, freight, and nonmotorized facilities. Projects must be included in the MTP in order to be eligible for federal funding.

Our formal project nomination information packet provides project nominators with the information needed to successfully navigate the formal project nomination process. Projects received during the formal project nomination period will be reviewed, evaluated, and prioritized by MVP for potential inclusion in the MTP.

The Planning Process - Building the MTP Together

The MTP is about more than just roads—it's about how we all move: by car, bus, bike, foot, or freight. This plan is the Mat-Su Valley's shared vision for how we'll grow, connect, and thrive together. Your input is essential at every step.

  • Phase 1: Setting Goals and Gathering Input ✓ Complete

     

    Established transportation vision, goals, and objectives through public meetings and workshops that reflect community values: safety, mobility, economic vitality, system preservation, and real transportation choices.

     

    Phase 2: Identifying Needs and Evaluating Projects ← We Are Here

     

    Taking stock of our existing system and gathering input:

    • Analyzing road conditions, traffic patterns, and safety

    • Identifying gaps across all modes of travel

    • Collecting project nominations

    • Evaluating improvements that will best serve the Mat-Su through 2050

    Phase 3: Building and Sharing the Draft Plan - Coming Summer 2025

     

    Developing the draft MTP with project recommendations, financially realistic solutions, and implementation timelines.

    • Public review period, this is your time to weigh in.

     

    Phase 4: Adopting the Final Plan - Coming Fall 2025-Spring 2026

     

    Incorporating public feedback, securing Policy Board adoption, and obtaining Federal Highway Administration approval to launch the Mat-Su's transportation roadmap through 2050.

  • The MTP is led by MVP but shaped by collaboration, with the Policy Board, Technical Committee, local leaders, and most importantly, the public. Your feedback guides priorities and decisions at every stage.
