What is the PPP?
The Public Participation Plan (PPP) explains how MVP involves the community in its transportation planning and decision-making. It establishes the policies, strategies, and tools used to provide residents, businesses, and partners meaningful opportunities to participate in developing the region’s transportation plans and projects.
The PPP ensures MVP’s process is transparent, inclusive, and responsive to community needs, helping make sure federal transportation funds reflect local priorities.

Public involvement is essential to shaping safe, connected, and equitable transportation systems. The PPP outlines when and how people can provide input on key plans, including the Metropolitan Transportation Plan (MTP), Transportation Improvement Program (TIP), and Unified Planning Work Program (UPWP).
