About MVP

MVP brings local voices together to guide the Mat-Su Valley’s transportation future and ensure federal funding is invested where it matters most.

What is a Metropolitan Planning Organization (MPO)?

MPOs are formed by federal mandate when an urbanized area reaches a population of more than 50,000. MPOs ensure that federal spending on multi-modal transportation occurs through a continuing, comprehensive, and cooperative process (also known as the 3Cs). MPOs coordinate between state and local agencies to plan and prioritize transportation projects in the designated area.

 

MVP was established when the population of the core area of the Mat-Su Valley reached 50,000. Without an MPO, our communities wouldn’t qualify for critical federal transportation fundings. MVP works to make sure those funds are distributed fairly, with input from local voices.

Our Structure

MVP is a standalone nonprofit led by a governing Policy Board, supported by a Technical Committee, and staffed by a small team. This structure ensures local voices, from city, borough, and tribal leaders to planners and transportation experts, guide decisions about the Valley’s future.

How MVP is Funded

MVP receives an annual allocation of planning and capital funds from the Federal Highway Administration (FHWA) and the Federal Transit Authority (FTA) via Alaska DOT&PF. MVP
was also granted $1 million from the Alaska Legislature to support organizational startup and operations.

Most of MVP’s funds come from formula programs that distribute funds based on population and transportation system needs. MVP is also eligible to seek funds under various federal competitive
grant programs.

Mission, Vision, Values

Mission: To collaboratively plan, prioritize, and guide investments towards the development of a safer, more connected, and more efficient multimodal transportation system for the Mat-Su Metropolitan Planning Area.

Vision: Through collaborative decision-making, sound policy, and community partnerships, we envision a transportation system that strengthens connectivity, expands transportation choices, and enhances mobility, access, and quality of life for all who live, work, and travel here.

Governance: All decision making for MVP and MVP funding allocations rests with our seven-member Policy Board, ensuring accountability, oversight, and alignment with regional priorities.

Collaboration

We work cooperatively with partner agencies, stakeholders, and the public to support a transparent and inclusive planning process.
