

Transportation Improvement Plan
MatSu Valley Planning for Transportation was designated as a new MPO by the Governor on December 19th, 2023. Since this time, MVP has worked to establish our governing, organizational, and planning process, including the processes necessary to develop our first Transportation Improvement Program (TIP). Although MVP is eligible for funding starting in FFY 2024, as part of the coordination process with Alaska DOT, in cooperation with MVP’s Policy Board and Technical Committee, and officials from agencies that administer or operate major modes of transportation in the MVP planning area, developed an interim Program of Projects to allocate MVP’s FFY24 and 25 funding. Until a Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP) are completed and approved by the MVP’s Policy Board, the Federal Highway Administration (FHWA) suggested that MVP’s funding be programmed in the Program of Projects and be listed in the Statewide Transportation Improvement Program (STIP). Upon the approval of an MTP and TIP, the DOT will amend the STIP to incorporate MVP’s TIP.
