MatSu Valley Planning for Transportation (MVP) was designated as a new MPO by the Governor on December 19, 2023. Since then, MVP has been establishing its governance, organization, and planning processes, including steps to develop its first Transportation Improvement Program (TIP). Although eligible for funding starting in FFY 2024, MVP—working with Alaska DOT, its Policy Board, Technical Committee, and relevant transportation agencies—developed an interim Program of Projects to allocate FFY 2024–25 funds. Until the Policy Board approves an official Metropolitan Transportation Plan (MTP) and TIP, the Federal Highway Administration recommended programming funds through the interim Program of Projects and listing them in the Statewide Transportation Improvement Program (STIP). Once the MTP and TIP are approved, DOT will amend the STIP to include MVP’s TIP.
